Answer 3 questions.
1. Describe two main (and substantially different) ways in which the roles played in higher education by US state governments differ from those of the US federal government. Pick 2 major examples and not ones that are relatively minor. Don’t just describe what the states do and then describe what the federal government does. Instead, focus on how they differ, laying out in your first sentence one or two key differences.
2. Describe two main (and substantially different) ways in which the public and private actors involved in state policymaking for higher education in the US differ from the actors involved in federal higher education policymaking. The difference could lie in which actors are involved or in the ways in which the same actor plays a different political role at the federal vs. state level. Pick 2 major examples and not ones that are relatively minor. Don’t just describe what the state-level actors do and then describe what the federal-level actors do. Instead, focus on how they differ, laying out in your first sentence one or two key differences.
3.What are 2 main (and substantially different) aspects of the US federal and/or state politics of higher education that are not analyzed and/or are substantially misunderstood by all the readings? In each case, carefully explain your reasoning. (don’t focus on a problem in just one reading. Focus on a problem that runs across all the readings.)
