Solution:

The instability in the balance of power in Europe has led to two major wars. After the event, the countries concerned needed money to support growing armies, build marines and fight inflation. The public found it easier to accept tax increases as a result of government modernization, including the adoption of judicial and criminal reforms to harmonize legal norms and outlaw brutality, the establishment of state education systems, greater state intervention in the church and the promotion of religious tolerance.
