Law during the Bush Administration that was never passed by the House of
Representatives. It was meant to solve a wide variety of immigration related issues that
still haven’t been addressed. Congress has been unable to resolve those issues or
others that have developed since, including:
a. measures to strengthen border security including new technologies
b. a path to legal status for the approx. 11 million undocumented immigrants living in the
US, including about 8 million who have jobs and have lived here for years.
c. new and expanded temporary worker visa programs to provide the workers needed in
agriculture, construction, hospitality and other sectors of the economy
d. a path to citizenship for recipients of the Deferred Action for Childhood Arrivals (daca)
program, undocumented immigrants who arrived in the United States as minors, and for
holders of temporary protected status (TPS), those who have been displaced by natural
disasters and armed conflicts.
e. an expansion of our legal immigration “preference” system to provide America with a
highly educated 21st century workforce, especially as birthrates continue to decline in the
United States.
f. addressing the per-country ceilings in the legal immigration system which make it
difficult for individuals from some nations to ever immigrate legally.
g. measures to alleviate the backlog in our immigration courts
Be creative in fashioning a comprehensive plan to address all these issues.
Your answer should be about 4 pages, in essay form and typed as a term paper with a
thesis, introductory paragraph, body and conclusion. You will have to do outside
research, and you should cite your sources. Bring your completed paper to the mid-term
exam. Cite your notes as “class notes”.
