United Nations policy is for the Security Council to consider on a case-by-case basis whether to impose nonforcible or forcible measures to intervene to stop genocide or crimes against humanity in a member country.

In Case Study 9 of the text, circumstances in Rwanda in 1994 were such that the UN Security Council decided to reduce the number of UN Peacekeeping forces from 2500 to just 250 soldiers in the face of widespread mass murder of Tutsi civilians by the Tutu militias in Rwanda.

In Case Study 10 of the text, circumstances in Bosnia in 1995 were such that the UN Security Council decided to intervene forcefully and decisively by authorizing the deployment of NATO military forces to intervene to stop the mass murder and rape of Muslim noncombatants in Bosnia.

Clearly the geopolitical or humanitarian circumstances were different in the two cases, or were they?

Students are to explain the important differences in geopolitical or humanitarian circumstances between the Rwanda and Bosnia crises which may help explain the two starkly different decisions by the UN to intervene or not to intervene.
